National Expert in the project ”Review of Industrial Transition of Romania; Digitalisation in Agri-food, Smart Cities, and Healthcare”.

The aim of the national expert is to provide dedicated support to the analysis of factors influencing industrial transition in Romania and on that basis, contribute to the preparation of a country review of industrial transition.

The national expert support this process by liaising with JRC, UMIT and actively engaging with key stakeholders in Romania, collecting and analysing evidence through desk research, and by contributing to the final review report, together with the international expert appointed to that purpose.

The position of national expert meant the accomplishment of the following activities:

▪ Collection of appropriate evidence on industrial transition in the field(s) proposed by the Romania: “Digitalisation (especially integrated solutions) for the fields of agri-food (smart farming and food traceability), urban development (smart and energy efficiency) and health (high quality services)” by desk research and interviews with key stakeholders during the project kick-off meeting.

▪ Analysis of evidence and stakeholder inputs and preparation of a draft review report that will have the structure described in the Annex. The draft report will include a mapping of the current production and consumption systems related to the theme under review, will identify desirable future directions for a guided transition and will provide actionable recommendations for the country.

▪ Discussion and validation of the draft review report with key stakeholders in Romania

▪ Preparation of the final review report, in close collaboration with the international expert, the UMIT WG Chair and Rapporteur, and the JRC.

▪ I coordinate the IT Department (a team of 12 people) by managing on a permanent base:

▪ The administration and the support of the ERP systems of the company (MFG Pro, Charisma, Wiztop);

▪ The administration and the support of SFA (Sales Force Automation) System (more than 100 PDA’s);

▪ Maintenance and administration of the IT infrastructure (around 200 workstations and 40 servers);

▪ Training programs dedicated to the IT people;

▪ Maintaining periodical evaluation of the work results of the employees, permanent tasks assessment;

▪ Building and following the processes and procedures in order to sustain a permanent backup to each position in the team;

▪ Implementation of a security solution and linking Access Control System with Payroll Application;

▪ Building and implementing data security system based on Windows AD;

▪ Implementation of a BGP (Border Gate Protocol) with 3 internet providers; the Strauss AS Number is declared at RIPE (Réseaux IP Européens);

▪ Development of a national VPN in 6 location (using PPTP) with 2 providers in each location;

▪ Local Area Network, based on Managed Switches with different VLANs;

▪ Implementation of IP telephony, with 2 redundant servers (Asterisk) in 2 different locations; I manage the relationship with 5 telephony providers; for IP telephony I use the same Managed Switches with PoE;

▪ Installation of 2 redundant Exchange 2007 servers with a Linux mail-scanner in front;

▪ Projection and implementation of a disaster recovery plan and a backup solution (BrightStor ARCserve Backup);

▪ Implementation of new modules in company’s ERP (MFG Pro);

▪ Development of new facilities in SFA Application and in BI Application; for SFA system, I’ve implemented Strauss own APN with Orange Romania;

▪ Implementation of managing network tools as: Nagios (for services availability of the servers), Cacti (traffic monitoring), LANSweeper (inventory of the computers from network);

▪ Romanel International Group S.A., a group of companies with more than 1.400 employees, 7 locations all over the country and 3 business lines: wood (timber and furniture), electronics and real estate;

▪ Coordinate the IT Departments of all group companies;

▪ As main project, I’ve managed to build the guidelines of the implementation of a new ERP; for that I create a VPN in all RIG’s locations and I managed the project for developing the Tender Dossier for ERP implementation having as a guideline PMBOK (Project Management Body of Knowledge); the PMBOK is an internationally recognized standard (IEEE Std 1490-1998) and includes five basic Project Management processes; Initiating, Planning, Executing, Controlling and Closing;

▪ Been in charge with the implementation of ISO 17799 Security Standard in all RGI companies by covering it’s 10 major sections: Business Continuity Planning, System Access Control, System Development and Maintenance, Physical and Environmental Security, Compliance, Personnel Security, Security Organisation, Computer & Network Management, Asset Classification and Control, Security Policy;

▪ Designed the DMZ (Demilitarized Zone) for the RGI network compounded from more than 200 workstations;

▪ Other important project was to define terms of reference for a Payroll software acquisition; the main requirement for this software was the future integration with the ERP;

▪ Been in the position of managing and controlling an annual budget of 800,000$ allocated to the IT network infrastructure and software implementation.

▪ Coordinated the IT Department with all that means: local area network (LAN), internet access and servers, broadcasting software and equipments, audio editing software, copiers, telephony; negotiate maintenance contracts for printers, copiers, security system, software, UPS; I maintain the whole

network consists in more than 50 computers with 2 NT servers for broadcast: primary and back-up domain controllers with a Centura SQL database which have a replication system between the 2 servers, one Windows 2003 server for the office network, one server for streaming, two Linux servers – one for internet access and e-mail and one for traffic;

▪ Handled the designing process of the IT infrastructure for all departments, by installing/configuring the network, maintaining the network and installed software, minimizing the damages from security incidents and malfunctions;

▪ Responsible with the purchase and implementation of data security system and back-up solution in order to minimize the risk of systems failures, to protect the integrity of software and information;

▪ Responsible for elaboration of solutions and procedures in order to optimize the activity and prevent damage to assets and interruptions to business activities.

▪ Coordinated and I supported, especially from technical point of view, a team of consultants which implemented an ERP application in few big Romanian companies like: Germanos Telecom Romania SA, Marks&Spencer, Inscut SA, Girom Color SRL , Balafas SRL , Oxford Educational Center, Alexandrion Group, Alpha Insurance, Alpha Bank, ID Salierri;

▪ As CTO the main responsibilities were:

▪ assign human and material resources in order to start the project;

▪ elaborate the reference materials for every member of the team;

▪ supervise the Oracle server installation;

▪ supervise the implementation and importing data into ERP;

▪ regarding the localization, my responsibility was to create new screens and reports according to the Romanian legislation.

▪ after January 1999 I became System Support Engineer so I implemented, developed, maintained and troubleshoot a complex Network of Local Area Networks within IT Regional Administrators in order to operate and maintain Wide Area Network Inter-Regional Links. I supervised the Network Services Administrator in order to provide coherent Intranet and Extranet Network Services to the company users. I coordinated, together with the Metropolitan Area Network Administrator, the purveyance of a strict and coherent security and access system to the company general public resources.
